I only realized a few weeks ago how respectful it was that they gave Mr. Takagi such a defiant end, even though this was in 1988, in the middle of the Japanese bubble years, when everyone thought Japan really was going to take over the world.
Surprising for an American movie to do. Yeah, he still dies, but the man retains his honor, never betraying those below him.
And Japan thought they were taking over too--the wonderful anime Gunbuster came out that year, and it is loaded with optimism for their country's future.
Then the bubble burst a couple of years later. They haven't been the same since.

Just about every movie "villain" is actually the hero, in my experience
e.g. Predator demonises hunters who are just feeding their families. Alien is feminist junk. The Matrix is part of the trans agenda. Star Wars is communist. etc etc etc
If I recall the Lore correctly on the Predators species. They are mostly motivated by the thrill and pleasure of the Hunt. The more dangerous the Prey. The better. Being both a status symbol and right of passage.
The galactic empire would have to be laissez-faire by default. They would have their hands entirely full dealing with galactic trade, and piracy to involve itself in the internal affairs of planets. Which can be seen with how so many different planets are organized and operate. They had a massive navy and a relatively small land force.
The galactic empire were the good guys and the rebels worked hand in glove with pirates to overthrow a functional government that brought stability. The republic was a useless vestige that did nothing but act like the UN and try to solve planetary problems.
DEI standard doomed the Empire - remember how Obi-Wan waxed on about their precision attacks?! Yeah, they DEI they/them/xir/xelves into accuracy precision fire irrelevancy... all while wearing flat white plastic combat armor that provided zero protection...
