I'm married to an engineer who saw first hand the engineering "skills" of H1B Visa holders from India. He worked with them for several years, and was less than impressed with their level of education, skill levels and general intelligence. He told me most of them would be considered engineering or computer technicians. Not at a real professional grade.
For me it has been hit or miss: for every imported engineer who was just as good or better than many of the locals I worked with there was at least two who were technician-level at best. However a lot of these "technicians" knew stuff that the engineers didn't even know like how to actually maintain equipment and not engineer them to be a endless hassle for the techs and mechanics in the future.
