I wish I could just "flee" the cold weather. Unfortunately, I have to pay my own travel, iving, and healthcare expenses. So I have to go to work to scrape up enough bucks to eat and pay utilities.

I'm just saying anyone that is reporting on DC should know the difference and the context. The building in the picture is the Capitol. The body of people the article refers to is part of the Capitol. Washington, D.C. is the capital of the United States.

Context for the picture is certification to be held on Monday. Fleeing is normally related to a location/city/state/country. Not buildings. Everybody knows the difference between Capitol and capital. Pretty sure GP author is well trained in grammar to be able to have a job there. I am not a grammar expert, I make plenty of mistakes, but this isn't one. I'd be happy to admit if there is one, just providing proper reasoning to your complaint.
