I dont think many of the Congresscritters are compromised by pedophilia. I think most are compromised through illegal financial transactions and voting fraud schemes. I do think they all know about the pedophilia though and these other means of compromise, plus threats and intimidation, keep them in check.
Then in the bureaucracy, I think once a cabal puppet with some rank is able to take the reins of some department, they surround themselves with like minded reprobates and use this power structure to intimidate and threaten everyone below them.
