Insurance Companies have risk evaluation teams that do just that. I think California did something regarding putting a cap on how much insurance companies could charge, so obviously in a very risky state that has dried wood laying all over the place and the state catches fire every single year, the insurance companies pulled out.
Yup and the employ millions including themselves. Between NC FLORIDA hurricanes, tornadoes, Fires in Hawaii etc. same companies insure the same states - how much of their reserves do you think they have left?

California is in massive debt. The federal emergency funds for being on fire would get California out of the red and into the black.
