I was watching the event and noticed how big and beautiful that eagle was. It was, what appeared, to me on a green screen possibly but made to be very visible, as it was. My first reaction would be, you know how pictures flip things? Is that even possible that somehow it was flipped? Possibly because it was a projection? I mean it’s clearly facing arrows. And since Truman, 1945 I think, it’s always faced the olive branch to represent peace. And before that yes, it faced the arrows in times of war. I think absolutely this was done on purpose. And am surprised this is the first I’ve heard of this.

It could be that Trump chose this particular location to give the speech for other reasons, not specifically to make a statement using the seal relief in the background.
The design in the background is the "Hayes Design". This design was altered in 1945 by President Truman, turning the eagle's head toward the olive branch instead of the arrows.

Now understanding more of the meaning of the arrows and olive branch, when I watched this earlier today, all I kept looking at was that Eagle. I kept asking myself something looked different. Couldn’t figure it out. The way it was positioned off to the right of Trump, the three stars on the left. I mean usually the official seal is on the podium so it isn’t blocked by anything. And even tho Trump could have stood in front of that seal, clearly everyone knows it, but it was off to the side and took up most of the screen. Very obvious. Just seems like a clear statement for people to notice. I mean someone chose this image, Eagle facing arrows on purpose. And of course once people state inquiring, people learn. Like myself. We are at war. Maybe we should check on that EO Truman passed, see if it’s still there? And even then, there’s no consequences for turning the eagles head. Just surprised the media or something didn’t pick up on this. Or maybe they don’t want to talk about it.
Sit room maybe? Did he maybe go to Camp David or one of the local underground sites? It wasn't the Pentagon or the news would've made a big deal about his return. Wherever he went they had to have a conference room with a lot of bandwidth and CPU power allowing him to not have a halo like you see on some news appearances from some person's home.

The image isn't flipped. You can see what looks like "Ee pluribus unum" on the banner at the top, and if it was flipped the eagle would be looking to the right, but it would still be looking towards the olive branch.
