My mother was a federal employee for thirty years. She told me that as far as she could tell, only two out of ten people actually worked a full day, ever. She did, pretty much, but there was also times when she was merely wandering around and visiting. So, 80% bloat is conceivable.

I would not want to be in the .gov business of people watching or fines, fees, rules and regulations as my contribution for wages.
The government does have a good number of great people who make things happen from air controllers, powerplant operations, linemen, dams and irrigation controllers....and much more that America needs. There is fat there still, but these are the ones producing a product that benefits America.
