It is my suspicion that all the the people, present and past that have been doing the dirty deeds for the corrupt politicians even though they may be “out of the business” were still being paid to keep quiet. Now that the funding is cutoff and they are not being paid, they won’t be able to make payments on the house, the car, the schools, the vacations, etc. A large part of the corrupt economy is going to start going down quickly. This sounds like a lefty, alarm sowing publication, as they don't mention CIA, regime change, color revolutions, assassinations etc. Just oh noes! Just waddabout humanitarian aid, which Trump and Rubio say will be reinstated IF they are honest.
USA and EU have been destabilising Africa for generations.
If the politicians can be cut down by a few bank accounts each Africa can become stable and rich enough to be a reliable trade partner. The populous here benefits, USA benefits, everyone other than the corrupt politicians and bureaucrats benefit.

I agree re: the destabilization. One of the dirty tricks was to divide tribes via straight boundaries, drawn by a shiny-arsed person in Europe, on a map. An African nation then tries to 'sort out' the tribal differences - and it leads to civil wars.
No African country has redrawn the "colonialist" borders to fit traditional tribal boundaries. This will translate into loss of income and power in some way and therefore unacceptable.
Of course no country is willing to give up land, They'd rather rid it, of the pesky 'others'. This is the problem with making patchwork-quilt countries. It never was about the people living there, it was always about larger fiefdoms, how much 'land' belonged to the 'country' and greed.
Even the Netherlands has several ethnicities living there. Frisians, who are proud of their culture and expertise, those living in Amsterdam and around, who are Hollanders (and Jews), Flemish living in Brabant and Limburg, and there are several Frisian/celtic tribes on the Polder Islands and the North Sea Islands, who claim their own culture, all of their own. High Dutch is taught at schools, and spoken on TV, just to put everyone on the same page, but ofen it doesn't.
The same happens in Britain, if anyone wants to elucidate. To wit: Scottish people were banned from wearing a quilt, or using the name McGregor. Just saying.
This pulls US out but that's not stopping China and the EU from still interfering. It really doesn't cost much to keep communist tyrants in power in each African nation. Their populace won't benefit unless and until they stop killing their smart people, start accepting Christ, and actual education happens. Currently we cannot even educate ourselves, so we can rely on missions but then we have to have military to protect them... No ready answers.
