Those provisions would be looked over by their lawyers, Perkins-Coie. A Sensitive Compartmented Information Facility (SCIF) would be needed if discussions of classified matter or procedures were to be held among Boeing, Perkins-Coie, and the government.
In this case, it sounds like the FBI nudged who they knew at Perkins-Coie and said, "Say, do you suppose we could use your SCIF for a month or so?" It's the FBI. Who's going to say "no"? Would the FBI be considered a security threat? Inconceivable.
