This is essentially how most European countries operate. You must follow the rules made by the civil servants or the civil service judge will throw you into a jail run by civil servants.

It’s called the right of locomotion. SCOTUS has held on like 18 occasions they we have a right to travel upon the roadways in our cars without license or registration, but too few people know for it to matter. And many like the licensing system for driving. Makes them feel safer.
I believe only those who conduct commerce on the road are required to be licensed. Therefore, the vast majority of us do not.
Driver : An expert in driving a team (usually 8) of horses carrying (usually expensive) cargo.

That's wonderful. If you have the $250k to fight it in court. Because they don't care what POTUS rules. They will still arrest you. You might beat the case, but you won't beat the ride. Lawfare is a real thing, and our laws need to change to protect our rights against this.
Thanks for that information. But same story. The citizen is always on a back footing. He has to run the gauntlet of hostile police officers who are “enforcing” the law, adversarial government agencies bringing the “charges” and maybe even the courts to top it off. That’s not even counting the lawyer(s) he has to hire. All this for his “liberty”!
