He can also sign executive orders at the recommendation of his staff.
You want to talk about his efficiency? Trump has been stonewalled by the partisan judges for close 1 month now. What exactly did he do to any of them? So far nothing. Just mean tweets. And I can tell you that partisan judges that run our country are a far bigger threat than yellow 5 or fluoride in our water. Not hating on Trump, but even he is shackled within the confines of the system at times.
Bobby on the other hand is land locked in 2 agencies: the HHS and CDC. He doesn't have the same resources Trump has. He is doing the best he can with the resources at his disposal.
In order to enact change in any of these branches, you need peer reviewed data. Otherwise you turn into a banana republic where the policies change depending on who is in power.

Studies need to be brought forth that show that fluoride is bad, that MRNA is bad, that yellow 5 is bad, etc. Once that happens he can easily go ahead and cancel all these things.
