Bret Baier says "traditionally been used only in wartime" as an effort to throw shade at the Trump Administration rather than as an admission that we're effectively at war.
He could have also said "traditionally been used only on Tuesdays" or "traditionally been used only by Presidents with more vowels than consonants in his middle name." It is of no consequence when this law has been used before. What is important is that it IS a law.
Yes. He could have, but did not. Instead by using the word Traditionally the question becomes: Is it? The next question: are we at war?

Of course, there will be those that will claim, Congress has not declared war. Correct. By using the word: Traditionally, he basically created the backdrop to which normies can wake up.

Everything you said is right on target. I would just note that Tuesdays are the least likely day to start wars.
Sundays lead the way if sneak attacks are involved. Holidays play a similar role if a surprise is necessary.
Thursdays have been fairly popular in modern wars. Gulf War, Iraq War, and Russia-Ukraine War all started on Thursdays.
