President Trump has to ban gun buyback programs in this country. Predictability, liberals will howl.
I need a gun buyback near my house before they do that, although I live in Texas so that is unlikely (I'm not in or near any of the blue cities).
Those buybacks usually only give the person a grocery gift card for like $50-$100 for the gun they turn in. If you walk up to the people in line and offer them even the same amount, but in cash, they will sell it to you instead. In most states this is legal - nothing they can do about it. It is a private sale. Even if I did it and a cop tried to stop me, I would just pull out my concealed card to show I've already been through the background checks (which again aren't required in most states for a private sale). They would grumble but that's all they could do.
I would recommend being picky about who you buy from though. Look for some old lady that is selling her dead husband's gun.
Cops also know people buy and sell ARs outside of gun shows (in the parking lots) all the time and they never do or say anything about it.
There are gangsters on the south and west sides who have said that somehow firearms would be stashed and found in the strangest places as if the neighborhood had a unknown Glock Fairy...As a former resident of the neighborhoods and a Cab driver I can believe that Chicago PD is part of the problem without any effort at all.
Yeah some former gang members have said this in interviews many times before that they'd just one day find a crate of guns in an alley in their hood with the serial numbers already filed off. Fed bois gonna fedboi and only retards believe that the gangbangers are actually buying full auto weapons with cash somewhere.

Justifying bigger budgets to fight crime! Best way to do this is to facilitate it! Get your cut, turn a blind eye, conceal evidence to protect your co-conspirators! Where I live the policemen send criminals to commit robbery and get their cut! It so happens that a store is being robbed and by coincidence a patrol is in the area and notiices the robbery occuring and sets chase after the culprits! Now the policemen men who setup the robbery hear the APB and rush to the scene! The policeman jumps out of the truck, picks up the dropped gun, involved in the robbery, Infront of many onlookers and races off to dispose the gun! News reports robbery but nothing about this incident! See why some people are afraid to testify! Q would say those we trust the most...
