This over and over. Any fine for crime must be more than the profit or all the fine actually does is encourage more crime with a little extra profit overhead in mind to bribe regulators the next time they want their cut in the form of a fine.
Preferably, corporate crimes should also find individual employees guilty and punish individuals appropriately, so that future employees choose to whistle blow and avoid prison.
