Alternative view: The sequence could be one about:
Sequence in which operations Start
Sequence in which core underlying foundations are set (with surface stuff still to be worked out)
Etc.
AFAIK, there's no direct evidence to imply that Q meant "After 1 is FINISHED, then we go on to 2, and so forth...
All the drop really explains is that there is a planned sequence. We do not necessarily know exactly what the CONTENTS of the sequence are.
