At the July 4th event I attended last night, we had some like these. Very nice inside, clean, 5 stalls with doors on the women's side, assume similar on the men's side. Toilets were foot flush, like a camper. I had never seen one like it.

I waited outside one in SF as long as I could. The occupant never came out. Maybe on drugs or sleeping, no toilet business could take that long.
