My understanding is that the Treasury list is for freezing the assets of bad actor people and entities.
It has nothing to do with sealed indictments. The OFAC list is a list of anyone designated by the President who is considered to a terrorist, drug smuggler, or otherwise hostile to the U.S.
Also we don't have this money. This list instructs banks to take the money if any of these people pass money through their bank.

Seizure and change in ownership requires litigation that can take years, but if assets are in the US or known location, USG effectively has control of them. Individuals can petition the court for use of the assets in their legal defense, but they can be blocked without notice. Effectively the same result: individual cannot use them for anything without petitioning the court once their indictment is unsealed and they are formerly charged. Many will cut deals as quickly as possible to get even a sliver unfrozen.
