Why? So rich old men can make obscene amounts of money off the backs of young strong men with little motivation to reciprocate in kind? Most in College won't make it to any pro league, risk injury in the process of chasing their dreams, and if injured, usually get booted from college before they can finish. Most atheletes wouldn't even be in college if it wasn't for their athletic abilities. It's in the scholarship agreements that they can't work a job outside college because their "job" IS the sport. $1500 max per month from the NCAA/University they attend is a pittance. 40 yrs ago, $1500/mth was a liveable wage, but the athletes made only about $500/mth. Up until about 10 or so yrs ago, that's what they were getting paid. $500 per month. They couldn't accept gifts from the community or even money from family, they had to rely solely on the NCAA/University for all their subsistence needs, including only 3 meals per day, while being placed on 5000+ calorie diets (depending on the sport). That wasn't even enough to feed themselves AND stay in peak physical health, much less afford the supplies and clothes they need for the year. And up until NIL came along, these kids weren't getting paid outside of the school year, so they were basically forced make the decision between going home, or stay at the school year round for "organized and unorganized team practices/training." That's another legally gray area the NCAA exploited.
The Federal Govt has no business regulating what a person can make from their job. And since it's been legally upheld in multiple court jurisdictions that 1) a sport can be a job, 2) the NCAA treats sport like a job, 3) that these kids can money off their names, images, and likenesses because the NCAA refuses to pay them a liveable wage in return for their services to the school, which by the way, extend far beyond just playing the sport they got a scholarship for by being forced to attend charity events, public outreach events, media events, etc, Trump has no l gal authority to step in and try to limit what these kids can make while they're healthy enough to capitalize off their abilities.
Maybe change the culture of the rich, old, white men's Good Ol' Boy Network known as the NCAA first, and change the culture of an already corrupt capitalist society before trying something like this.
