This may be a good thing. The returned ballots must be “postmarked” on or before Election Day. That means that the mailed-out ballots that were sent out and tracked by U.S.P.S. have to be mailed back through the post office to receive the postmark. Drop boxes won’t cut it. The PO will know how many ballots went out and how many ballots that should return and on time.
