We insist on giving all the chances in the world to fix their fucked up lives to people. We as a society are suicidally empathetic.
We forgot a few lessons our ancestors learned. Some people for whatever reason are just bad eggs. No amount of second chances, religion, and or therapy can fix whatever is wrong in their head.
And a not insignificant percentage of the population is kept in line via fear of punishment and physical consequences. Not Cultural and Societal Norms. Or whatever other concept Academics have made up.
At a conservative estimate. Europe throughout the Medieval Era, Renaissance, and into the Colonial Period. Is believed to have executed .5% of its population every year for various Criminal Offenses. More generous estimates place it at 1%.
It happened for so long some believe it actually acted as a bottleneck. Forcibly selecting for traits that made Western Society possible. And ironically allowed for our trend of suicidal Empathy to develop.
Well, in most South American and African countries, public lynching is the normal reaction for most crime. Couple years ago ( believe it was Nigeria ) 3 boys, all around 16, we accused of stealing cell phones. They tied them together, soaked them with gasoline and watched them burn.
Nobody cares ; commit a crime and get caught you're fucked. Everyone knows you shouldn't be doing what you're doing so, fuck you is the attitude.
You can literally watch public lynching's all day if you want on the kill sites. In just about all of these videos, you'll notice a massive crowd, all with their phones out, and in quite a few, police officers standing around watching too.
Oh, I always blame the criminals...but to your point, they attempt to get away with what they try to get away with, because of weak-tea prosecution. This happens in Fairfax County, VA...ALL...THE...DAMN...TIME.
There are certain people in life, of all races and religions, that are not fit to blend in with normal society. These people have been given more than enough chances. Permanent imprisonment is a good answer to this. I'm not talking about the guy that got arrested for a misdemeanor. I'm talking about people like this kid being arrested several times for felonies. It's obvious this kid will be a drain on society.
Permanent imprisonment of a juvenile is a waste of resources and the juvenile's life. Instead there should be military boarding schools that will prepare them for an environment where their predispositions are a benefit...war. The very behaviors that are criminal in society like an unusual acceptance of risk, is perfect for high stakes operations in the military. It would be a life of service but it would give them an opportunity to have an honorable life.

At least let who ever is responsible for them, I want honor them with the title of parent, that if the youngins gets in trouble again they are the one's who will get arrested, and all the gubment checks stop coming.
Take any and all welfare off his baby momma. Move her to a work camp where she can’t breed. Let her learn the value of earning something.
Move the little runt to a reform school, where outside education hours he has the opportunity to make large rocks into smaller rocks.
