It sounds like Putin isn't messing around or coddling those who prey on the innocent children. It would sure be a determent, right? On these we also need to get tougher. If they have these disgusting urges, I don't think they can ever be rehabilitated. It is a very sick mind that thinks and then acts on these despicable thoughts.
