Probably two reasons: first to get 5 safe seats instead of 9 swing seats. But most likely they had to do a delicate process of balancing the blacks. Can’t pack blacks into a district, but can’t spread blacks out too much. Very stupid completely opposite court rulings. But to shield themselves, I think there was no race information used. Probably just used voter registration party.
