Yeah, if they just started with the Chinese it would give incredible amount of "Racist Trump attacks Chinese" optics for the dems to play with. Koreans are the last you would have expected, so they act as a neutral buffer to start with.

Korean culture has many excellent values, but skirting regulations in order to make the money flow is a well-tried tradition. I'm not surprised that only 30 workers (if true) had legitimate visa permissions. It happens.
And (if true) this WILL cause a significant shakeup at home. Koreans are by nature ambitious (not necessarily in a bad way). I'll be keen to see the fallout this incident has. I'm confident we'll see a good bunch of resignations, etc.
