I believe it is something that is not talked about in casual conversation but behind closed doors, hospital administrators encourage doctors to admit patients on Medicaid just so they can increase revenue.
If the patient comes in uninsured and is low income, the hospital often applies for Medicaid for the patient.
Typically, doctors would admit anyone for a couple night stay, regardless of the trivial health concern the patient came in with.
