Apparently ALL Hispanics are deemed white. Hispanic is mentioned as heritage only.. NC voter registrations only broken down by white or black. I think we really need a brown category

Yup, old school rules say HIspanics are "white" if they don't have a specific carve-out category for Hispanics.
