Second, you are 100% correct. In professional sales there's something we call 'diminishing discounts'. For example:
1st discount 10%
2nd discount 5%
3rd discount 2%
It subconsciously tells the customer that his discounts are running out (even though they're not really). The reverse of this is how some sales people screw up by doing the opposite, the customer realizes if he keeps asking, he gets more and more and more.
They're paying them because it's much cheaper for them to be paid 1000 dollars than to spend $20,000 dollars for a ten person ICE swat team for 6-8 hours to get them and take them in, plus there is always some stupid fucking white bitch with a cellphone capturing it all and putting it on social media that then generates leftist fake anti-DHS headlines about how 'masked brownshirts' kidnapped a poor future astronaut and father from his home

The whole "illegal aliens being here" situation is beyond infuriating; however, they ARE here and, as such, we have to deal with them. So, the goals need to be 1) ACTUALLY getting them outta here and 2) doing it as fast and as cheaply as possible. Paying them to self-deport sucks but it absolutely makes business sense and short-term bonus amounts "should" incent more to go sooner:
Forcible deportation ~$17k-$20k + more time/effort (manpower, vehicles, equipment, administrative paperwork/bureaucracy) + more dangerous (to everyone: ICE, national guard, police, aliens and general public) + increased possibility of lawfare IF they are EVER located and deported
Self-deportation $3k + plane ticket = ~$5k + more expedient (deportee self-identifies, presents themselves for processing, deportation is certain and much faster), better optics/PR, safer, and self-deportee retains the possibility of legally coming back
