Dogs communicate in non-verbal ways.
It's saying something, without saying it.
It's a Merry Christmas to a special group of people. Symbolically, a dog is a faithful servant, one who takes a task and carries it out. I'm assuming this goes out to the WH intelligence agents, undercover, who work faithfully despite the lack of official recognition. This is about as official as it gets.
