This is how they do it, the D party register as many fake voters/names as possible and then cast a vote for them. The recall attempt on Newscum during Covid, I remember:
There were holes in the ballots, so someone votes YES in favor of recall, the vote was visible from outside the envelope making it easy to toss out.
The field was crammed full of candidates so the leading RINO Republican on the ballot was buried on page 7.
After the initial count and election was "over" the RINO (Republican top contendor) "immeidately" conceded without a single challenge to any of the issues. I mean reports were coming in on the ballot issues and what not, but that guy conceded so fast you could tell he didn't want to win.
