I once spoke to a guy that worked for Paul Wellstone's senate campaign and he disclosed to me it was common for campaign operatives to have trunk loads of ballots ready to go and they would drop them off at precincts that needed to boost their turnout.
I couldn't believe it. He just said it openly. I think he thought I was one of them.
