Foreign aid should be in the way of education and health care. Teaching doctors and nurses to help their own people. Education to teach the people to be self reliant and build their economies. Giving money only teaches them to beg for more!
Sending ONE DOLLAR to foreign countries if ONE local is struggling is a crime.
Some of the locals are struggling because they choose destructive behaviors. I do understand your concern though.
