I know quite a few people who tried to be drivers or were drivers and quit. They mostly moved on to other trades. These people are not currently going to knock on your door. They had bad expirance and want no part of it. If it becomes a decent job again I expect some of them will come back. Being on the road all the time,for shitty pay doesn't do it.
There are 3.5 million CDL holders in this nation, of which approximately 1 million do not drive a commercial vehicle hauling freight for a living.
They work for railroads, utility companies, construction, or like me maintain their CDL but are not active in the trucking industry or are currently doing something else for a living.
There are still more drivers than jobs available hauling freight, by at least a quarter million.
Viewed through (Trump's) economic lens it's a power move. 200,00 is 10% of the 'active' drivers. Even if there is 250,000 unemployed truckers, there is friction - it takes time to match each jobseeker with their new employer.
However truckers are inherently mobile, which eliminates friction due to relocation.
And the 'lost' jobs are in blue states with blue-hair leaning employers.
This reshapes the economic landscape into local zones of intense labor shortage, inside a national market that has abundant supply.
This 1. imposes an economic penalty (fine or tax) precisely targetted at blue hairs in blue states.
2. invites the rest of the country to take advantage of the market imbalance
Trump is merely restoring what should always have been the case = by doing it large scale, he's making tactical use of economic structure to amplify a BAU situation (replacing an employee) into a significant cost to the assholes who caused the problem.

Hopefully that means carriers will begin paying legal truckers drivers much better.
