"Unconditional surrender" got lots of good men killed. D-Day was not really necessary, the Germans wanted to purge the Hitler element; there were good guys ready with a provisional government. Most of them Hitler killed after the 1944 coup attempt when the Allies named them on radio broadcasts because they knew who was resisting Hitler. Those brave men gave everything, but got no cooperation from the allies, despite using the Vatican as a neutral negotiator. Sweden too.

And it’s been suspect how much control the Civilian Government still has over the Military. Trump could very well be talking to someone. Potentially a Military Officer. With the current Civilian Government being completely unaware of that fact.
It could also be a face saving measure. And they’re lying about talks because the fact talks would be ongoing makes them look weak. And much of the power comes from the appearance of looking strong.
Might also just be head games and psychological warfare tactics. Your enemy can’t possibly know what you’re doing if you aren’t following your plans either. They’ve also been dealing constantly with leakers. Keep the leakers confused and unsure of what’s going on. You discredit the leakers in the eyes of the podcasters and journalists they’re working with. And keep your true intentions unknown.

Thing is, no one knows for sure who the "top person" in Iran is anymore. It keeps changing.
If you want to get what's left of the Iranian government fighting amongst itself and distrusting each other... just claim that the U.S. is secretly negotiating with SOME of them, but not others. :>)

What I heard is the IRGC said nobody talked to them. But Iran's Navy and Army and people are a different story. Leave it up to their military to take down the IRGC and join the people in forming a new government.
