That is exactly what I heard too. I played it back several times and it said, "is really no longer a threat." So, not sure what the point to this is.
The pause after 'and' makes you let go of 'Iran' the subject he was talking about. So when 'is really' comes up, it could be attaching to a new, unspoken subject: Israel.
"Israeli" disguised as "is really."
It's still a big stretch.
Stretches are worth noting. Every lead even if its a dead end.

I can see how some might hear Israeli, but I could swear that he says is really.
