That's a great question, Fren. A Zionist would say, Every last man, woman, and child who threatens the future peace of Israel. I interpret that to mean anything and everything else, including civilian targets.
It’s really odd how there is this completely unbiblical tendency to occasionally commit mass suicide when cornered.

The late social theorist René Girard (also a French Catholic) was fascinated by what he called the Scapegoat Mechanism, the phenomenon in which a person or group is chosen to have the entirety of the blame, guilt, and blame onto them by the larger group in which it exists.
Examples in History and the Arts abound: the biblical Eve, Marie Antoinette, Frankenstein monster (in the 1931 movie), Catherine O’Leary and her cow (the Great Chicago Fire in 1871), J. Bruce Ismay, the White Star Line chairman of the Titanic, Tom Robinson (the defendant in Harper Lee's "To Kill a Mockingbird), and many others, most notably demonstrated in the sacrifice of Jesus Christ on the cross.
By making characterizing everyone who isn't them as the enemy, Bibi and his fellow Zionists are free (in their warped minds) to use pre-emptive strikes and other forms of war, both overt and covert, to keep tensions with their enemies hot. When their enemies respond, Bibi cries foul. And the cycle begins anew.
When you think of Israel, pray for her people. When you think of these snakes, pray that God would dispatch them justly.
Additional comment: I believe we may be very close to the end of our time here. Bibi and his fellow Zionists can't allow peace in the Middle East to flourish. He has both a nuclear arsenal and the Iron Dome at his disposal.
Trump just showed the world that peace can be achieved through strength that is followed up with a commitment to build something better.
Bibi would sooner decimate his own people than let that come to pass.

Iran's civil infrastructure is mostly untouched I think.
