The 'resolution' was always performative, this was DOA soon as it hit Trump's desk. That said, there is more to those Republican votes than meets the eye. Its political gamesmanship: These R's likely are in tossup districts and as such these throwaway votes are necessary for them to court their centrist voters. They don't DO anything, but they can say they voted to allow extend the hatian TPS because they're not deportation crazy.
Gotta remember there is more at play in these votes.
