I met someone awhile back who said he knows a lot about the Somali culture. I don't know how he knows, since he is not Somali or even African.

He said they basically have no concept of fraud. They think if they can scam you, and they get away with it, then it is your fault for letting them scam you.
This is just like the Nigerians who do a lot of the scam email stuff.
