I think the CIA and NASA may have created a backup film (Kubrick) of the Moon landing in case the real mission failed, so the U.S. wouldn’t lose face in front of the world. But I believe the actual landing did succeed — they even placed a reflecting mirror on the Moon that scientists still use today.
What stands out to me is how shaken and uncomfortable some of the astronauts seemed after returning. My theory is that they may have experienced things they were never allowed to talk about. Instead of revealing possible encounters with UFOs or extraterrestrial phenomena, NASA may have chosen to release the staged footage instead.

if there was a mirror on the moon, it would be impossible to differentiate a photon that bounced off the surface of the moon, vs a photon that bounced off a mirror
if there was a mirror in the moon, it would be impossible to see it even with the worlds most powerful telescope, meaning it would be impossible to hit a moving target that you can’t even see.
they were using lasers to measure distance to the moon in 1962, and there have been no significant improvements in measurement accuracy or precision since then.
to this very. day, you can’t get a straight answer on the distance to the moon, and any measurement they give you would be impossible to prove or disprove
there have been no real world benefits from increasing accuracy or precision of moon distance measurement
