It isn't just Afghanistan. I saw it in Iraq. In Bahrain, you don't actually "see" this sort of thing. But you hear about it and see men walking around with cross-dressed boys in tow. They look like girls, but if you know what to look for, well... It's kept quiet and undercover in our "allowed" Islamic countries like Saudi Arabia, Kuwait, Qatar, Oman, etc.
This was part of their culture long before Islam came about. It was part of Arabian culture, Persian culture, Babylonian culture, most Islamic African nations, etc. This isn't something that will be easily stopped. It's been going on for thousands of years.
Officially, gay sex is outlawed and illegal. But, it's only prosecuted as a way to eliminate political enemies, Islamic apostates, or when it's convenient to the govt as a way of promoting Islamic "superiority" over Western Ideals.
Well then, we can assume that the adult men raping little boys had their own childhood of pain, if they survived it.
I think it's a remnant of ancient hellenic culture tbh. Remember this entire area was basically Alexander the Great's empire and split into the successor kingdoms, which eventually fell but left their cultural mark on the middle east up to this very day.
The Taliban, to their stopped-clock credit, actually took a stab at eliminating it in the 1990s. That is why so many child rapists were quick to turn on them.

I had heard of rumors of this looking the other way during Iraq/Afghanistan but, to hear a former Marine post this AND connect it to PTSD from combat just magnifies EVERYTHING. I β€οΈ respect the sacrifices of our military. We owe them so much more here back home. It's rough to think about God's children too.
