They do NOT need to end the filibuster just b/c they do not seem to have 60 votes to bring it to the floor. [And who says they do NOT have 60 votes? Who is whipping the vote?]

No, what they can do is vote on the bill that was already approved in the House and it would then need a simple majority. They're playing games and creating their own bill to make it need a filibuster or super majority. It's all a performance, for whatever reason, they want to play games.
