If you REALLY want to see the Deep State panic... then issue a NEW U.S. Currency. Make it equivalent to the $Dollar, and give everyone in the U.S. and Internationally a 2-year time frame to exchange old $$$ for new money. Banks can electronically replace the money in accounts to the equivalent in new currency.

For example; after December 31, 2028... the old $Dollar is worthless as currency. You are holding paper. The State Department and Federal Reserve can assist with receiving old $$$ and replacing it with new cash equivalent, or replacing the paper $$$ with electronic deposit in new currency into an account.

Here is the rub. ANY $$$ cash or savings account from overseas, in excess of $100,000, will have to PROVE that the American $$$ are legitimate and that they were obtained through legitimate business, trade or other means. Present your evidence to the IRS showing that the money is legitimate if you want it replaced by new currency.

North Korea, for example, will be sitting on $Billions in counterfeit dollars... now all completely worthless. Chinese firms that own counterfeit dollars... worthless. American $$$ in Somalia... worthless. Politicians who have hidden money in off-shore bank accounts... worthless. Terrorist groups that own American $$$... worthless. Organized crime $$$... worthless. Drug Cartel money... worthless. Drug dealers in the U.S. sitting on suitcases full of $$$... worthless.

Any $$$ that can't be accounted for... cannot be swapped for the equivalent new replacement money. There will always be some international banks trying to do electronic swaps and fraud... but that may involve up to 20% of hidden money globally. Everyone else will realize that, as the final date approaches, their piles of illegal $$$ are worth nothing but paper. They can't swap them for new money, because they would have to prove how that money was obtained.

In the U.S., nothing will be disrupted. Businesses will continue as usual. However, every crook with a hidden Cayman Islands bank account, or Bahamas bank account, or hidden Swiss bank account, or Bahrain or London... will now have to figure out how to swap that for the new replacement currency. Crypto-currency... has to prove it's legitimate source before it can be converted to new U.S. currency.

The IRS and Federal Reserve could always throw those crooks and sell-out politicians a bone. Any $$$ that cannot be legitimately documented can be replaced at 10% on the $$$ with new money... but only up until 6-months before the end date for the old $$$. After July 1st that year, the deal expires.
