It’s not that simple. It’s a living document. It gets updated to reflect the current world. A simple quick search shows it was updated maybe in 2010 to remove the term “enemy state”. Understand the original purpose of the document. In today’s world Nazi ideology is alive and well in Ukraine. They have been committing genocide in Donbas for 8 years against ethnic Russians. Nazism in Germany was the reason for the document and the UN. If the UN does not act, russia gave many warnings and updates, 1 of the 4 victors can act to keep world peace without approval of the other 3. Article 106 is the escape clause for that.

That is all open for debate. The language has been revised over the years to eliminate “enemy state”. But the victors still have the rights as intended- knowing that it was a living document as the world changes.

Russia can basically stomp Nazi ideologies that rise up. Remember the USSR suffered greatly.

The language has changed in the charter. Enemy State was replaced. Lawyers can argue, but basically anyplace Nazi ideology springs up, Russia can mobilize. Ukraine was part of USSR. The victor rights applies to the russian federation, successor of ussr.
