You're on the right track, but consider this. If you were a spy agency, would you hack all the VPN traffic, or would you simply own the VPN company and just look at the traffic in the clear? Combine this with the fact that VPN service is laughably cheap (like $30/yr) and I've never had a rate increase and I think you have your answer.

I don't know if this has changed, but early-on I remember seeing that side-effects were confined to just 5% of the batches. I've always thought that the white hats swapped out 95% of the doses for placebos (Trump made the military handle the distribution, remember?). If no one was harmed, it would be easier for those that did this to avoid punishment ("maybe there were flaws in the vax but nobody was harmed") In this scenario enough were harmed to ensure that there are full-consequences for the shitbags involved. So 95% are saved and 4-6% lost forever.
