The way I see it, this legitimizes the EO as non partisan and legitimizes vote fraud in a way Biden can't hang up in courts - he is not injured, but aided.
Any challenges against Italy, Germany, China which all pushed for Biden are then legitimized.
I agree that with the magnitude of this operation, a monument should be erected. Many of the individual names may need to be left blank for a period of time for classification reasons, and furthur ops (we still got the world after America, WWG1WGAWW).

The contract itself would be unconstitutional and thus null and void. This would be a 4th branch of government above all others and able to grant the office of the us president, which very specifically can only be certified by state delagates by congress. And you cant change the rules of the constitution without an amendment...
