Now the choices are for either side to nuke or enter a protracted ground war where Russia will have a head start with armor / artillery.

Protracted war with expensive armor / munitions serves to bankrupt US and RU.

Just have the AI to teach itself to read the world headlines and social media in real time and react in order to achieve a desired outcome. If a conspiracy already existed in charge of all the institutions, handing over operational authority to an AI would make that quite a formidable opponent for the entire planet.
