When it was mentioned in Watch the Water that municipal water was possibly used as a delivery method, it was pointed out that pets didn't croak from venom. I do not know how dogs process things but I understand their digestive system can break down just about anything. But lots of people drink bottled water these days anyways.

Also there is the question of BOTTLED water. Most people don't give their pets bottled water, and President Trump did keep holding up the water bottles and making a rather large point of sending weird signals using water bottles.

I actually do trust CAPTAIN Sessions - as Q said he will be repurposed, and Q pointed out Sessions' military background. Trump torched him (optics) but made sure we knew he felt bad that Sessions had to go through that, and he acknowledged the sacrifice. Sessions got a metric ton done while he was in office.
