Passed by House & Senate, goes into effect Sept 1st. He still hasn't signed it. I've sent multiple messages and left phone messages for him to sign the damn bill!

John Carter is my Rep here in Central Texas. Overall a good guy. He voted to withhold AZ & PA Electoral votes from the Electoral count. He would have voted no if he was in DC. Calvert fucked up by not casting Carters No vote.
