Can confirm I work for the government in a small capacity here in Canada and our whole city has been cyber attacked and down for over a week with no end in sight. All websites down and records / info siezed by hackers.

From what I've read online this seems to be a matter of opinion with no real proof either way clarifying wether or not an interim champ is still considered a champion. I understand how interim belts work - yes. And interim champion is in the name - champion. Also there has been cases where the champion doesnt return and the interim becomes the unified champ. Also interim champs recieve paperview points like a champion would.
He still won the interim championship making him a champ.
