my personal opinion is that there are two factions of the illuminati (or whatever name you assign to the world's power structure), trump/Q represent a minority faction that wants a different outcome than the majority...by the rules that these ppl play by (eg, having to tell you in some way what they are planning, etc) i think the trump side either cannot interrupt the other side's plan (the "Great Reset") without facing some significant penalty, or else they are using it in a modified form, such as switching the lethal/non-lethal virus strains or similarly knee-capping the other Great Reset measures... i also think it's possible that the trump side may have to perform their plan in cooperation with extra-terrestrial forces (but thats a whole other discussion)
not really, Bannon is essentially ex-military intelligence ("special assistant to the Chief of Naval Operations at the Pentagon")... given that the Trump/Q ppl seem to use dirty henchmen to complete their policy or negotiation goals, he could be either legit or being used to promote the viewpoint they want promoted via his talk show
