Reason I believe it to be a photo (and this was discussed here a few weeks ago) is that each person instantly recognized it, without needing to scan the paper for meaning. Jeb and Laura body language is most telling. They were instantly horrified or angered even. Joe seemed slightly bemused and flashed it to the person to his right.
