Could be on the camera's end too, because vehicle lights in the yard were dimmed as well. Might be that interested parties didn't want casual viewers to see in any detail who was being marched out...

My guess is that it's actually scanning much faster but the green dots are artifacts of the cctv camera framerate synchronization with the scanner
